HB358 HD1 SD1 RELATING TO VIDEOCONFERENCING.

Audiovisual Technology; Videoconferencing; Legislative Hearings; Testimony; Teleconferencing; Neighbor Islands

Requires both chambers of the Legislature to implement rules to e…nable the Legislature to receive live oral testimony from the neighbor islands through audio or audiovisual technology. Requires each chamber to identify agency sites that have audio or audiovisual capability that could be used for live testimony. Requires consultation with the chief information officer and the disability and communication access board. Appropriates funds to establish audio or audiovisual systems throughout the State. Effective 7/01/2050. (SD1)

SB381 SD2 HD2 RELATING TO COMPREHENSIVE PUBLIC FUNDING FOR ELECTIONS.

Pilot Program; Hawaii County; Public Funding for Elections Changes funding formula for the comprehensive public funding pilot project to the average of the amount spent by the winning candidates in the previous two county council elections of every district. Limits the number of candidates in the pilot program to fifteen per election period. Makes an appropriation of an unspecified amount to the Campaign Spending Commission. Effective July 1, 2030.
